Restructured configuration, removed duplicated entry and store config information in MapfileGenerator to avoid reading config file every time while updating mapfile.

TODO: * Caching of charts is configured via system property. This should be done in another way. (Property: -Dcache.chart) * charts for verticalcrosssection and horizontalcrosssection need to be implemented * distance of tick units in timeseries charts are in form of "dd-MMM". This needs to be adapted depending on range of x-axis.
