Removed the parsing for double/integer values specifying the bin width or the number of bins in DefaultHistogram, because these inserted values are no longer i18n strings (issue289).

TODO: * Caching of charts is configured via system property. This should be done in another way. (Property: -Dcache.chart) * charts for verticalcrosssection and horizontalcrosssection need to be implemented * distance of tick units in timeseries charts are in form of "dd-MMM". This needs to be adapted depending on range of x-axis.
